Quick answer: Yes. Albuquerque requires dog owners to pick up after their dogs under Albuquerque Code of Ordinances. The amount is set by the court.

How the penalty works
No fixed fine is published in the animal article. Violations of Article 9-2 are petty misdemeanors subject to ROA 1994 1-1-99, and a person who is cited must appear in court (penalty paragraph opening Part 2 of Article 9-2). Section 1-1-99 itself was not retrieved, so its dollar figure is not recorded here.
The carry rule
No carry requirement in the code (the City's pet waste page advises taking a plastic bag or paper cup). 9-2-4-3(E) covers public property and any private property other than the animal owner's, and requires 'thoroughly removing and disposing of the feces'. No service-dog exemption stated.
In practice
