How the penalty works

§ 163-23: violation tickets are issued for $25 or $100 and may be paid within 10 days (late penalty of $10 or $25 for days 11 to 20; unpaid tickets lead to a citation). On a citation, conviction carries a fine of not less than $50 nor more than $1,000 per offense or up to 90 days, or both. The code does not say which ticket amount applies to a dog-waste violation and does not distinguish first from repeat offenses. § 163-23 was read on an Internet Archive copy (2021-11-26) of the official ecode360 page because ecode360 blocks automated access; Ord. 15882 (signed March 16, 2023) amended other Article I sections but not § 163-23, and no later amendment to it was found in the City's Legistar records.

The carry rule

No bag or equipment requirement. § 163-4(D)(1) requires immediate removal and sanitary disposal; § 163-4(D)(2) separately bars owners or possessors of real property from letting animal fecal matter accumulate for more than 24 hours.

Service animals

§ 163-4(D), read in the 2021 archived code and in Ord. 15882, contains no guide or service dog exemption.

In practice

Pick up every time, bag it, and put it in a trash can. That is the one method that satisfies every ordinance in the country. The Walk Dispenser clips to the leash and holds a full roll.
