How the penalty works
6.04.170(D)(2) schedules municipal infraction fines for 6.04.080 (animal waste): $30 first offense, $40 second, $50 third, and up to $200 for a fourth or later offense. The city's Pet Waste web page still says fines 'can range from $250 to $750'; the code adopted 5-28-2025 sets the lower scheduled amounts above.
The carry rule
No carry requirement in 6.04.080 (the city's Pet Waste page recommends bringing a bag). 6.04.080(B) covers public property, common areas, streets, sidewalks, alleys, play areas, parks and private property, and does not apply where a private property owner has given permission. 6.04.080(C) bars putting waste in storm sewers or gutters. No service-dog exemption stated.

In practice
