How the penalty works
§ 46-164: a violation of § 46-162(10) may be resolved without a court appearance on payment of a $100 fine plus the state surcharge, and the fine 'may not be judicially reduced.' The Alaska Court System's Fairbanks Uniform Minor Offense Table (report created 9/8/2026) lists FGC 46-162 littering at $250 without separating subsection (10), so the amount on a citation may differ; the code's $100 figure is used here.
The carry rule
