How the penalty works
No set fine for the walker pickup duty. § 6.1.110(H) makes 'any owner, occupant or agent in charge of such property who violates this section' guilty of a misdemeanor with a maximum fine of $500, plus an order to remove the excrement and the remedies in § 6.1.300 (such as permit revocation).
The carry rule
§ 6.1.110(A) requires the owner, when accompanying the animal outside his or her property, to have on his or her person suitable means for removing feces, which must then go in a double bag or fly-proof container and then an approved refuse container. Exemption: § 6.1.110(B) exempts service animals, law enforcement dogs, and tracking dogs used with city permission.
How Great Falls compares

In practice
