How the penalty works
Β§ 6-4(j): a violator 'shall forfeit not less than $1.00 nor more than $1,000.00 for each offense.' Each violation is a separate offense, and a violation continuing more than one day counts as a separate offense each day. No cash-deposit amount or repeat-offense schedule is published in the section.
The carry rule
Β§ 6-4(h): no one may walk or escort an animal off their own property 'unless the person is in possession of equipment to clean up any defecation which may be deposited by such animal.'
Service animals
Β§ 6-4 contains no service-dog exemption from the pick-up rules.
