How the penalty works
507.99 sets minimum fines of $75 for a first offense, $100 for a second and $150 for a third or later, with a $500 maximum for any offense.
The carry rule
Yes. 507.14(b) bars appearing with a dog on any sidewalk, street, park, other public area, or another person's private property 'without the means of removal', defined in 507.14(c) as a tool or device carried to pick up and contain feces. Exempt (507.14(d)): a dog accompanying a person with a disability who is physically unable to comply, and anyone using a guide dog.
