How the penalty works
No scheduled amount. Chapter 5 violations are misdemeanors with a fine of not less than $25 nor more than $500 (5-16). The chapter's minimum-fine table (5-5) does not list the feces offense. 5-48(b) allows prosecution only on an affidavit made before, and a warrant issued by, a municipal judge or magistrate.
The carry rule
No bag-carry requirement. Covers dog or cat feces in any public park or public place, on another person's occupied residential lot, or on the adjacent right-of-way; removal is due on demand of the property owner or occupant, the director, or a Huntsville Animal Services officer. Service dogs: no exemption in 5-48.

In practice
