How the penalty works
Two penalty paths. As littering (20.20.050(E)), a fine of $100 to $1,000 per offense plus the county's cost of litter removal and an order to pick up litter in a public place (20.20.090). As a dog nuisance under 6.04.040(C), the waste violation appears to fall under 6.04.110(A): a $500 maximum with minimums of $50 (first), $100 (second within five years) and $200 (third); 6.04.110(B) sets higher minimums for the barking part of 6.04.040(C). The minimum fine cannot be suspended (6.04.110(D)).
The carry rule
No carry requirement. The nuisance definition covers a dog that defecates on private property other than the owner's or on public walks and recreation areas unless the waste is immediately removed; the littering rule gives an affirmative defense for prompt removal. In county parks, pet owners must pick up feces and use a trash receptacle (13.04A.070). No service-dog exemption from cleanup stated.
In practice
