How the penalty works
§ 14-19 is not on the fixed-fine schedule in § 14-51(b), so the general penalty in § 14-51(a) applies: an ordinance violation punishable by a fine of not less than $75 and not more than $1,000, up to 180 days in the municipal correctional institution, or both. No separate repeat-offense amount is published.
The carry rule
No bag-carry requirement. § 14-19(b) makes it unlawful to let a dog, cat, or other animal deposit manure on public property or on another person's private property, and § 14-19(c) makes it a violation to fail to remove the excreta 'before taking an animal or fowl from the immediate area where such excretion occurred.'
Service animals
§ 14-19 contains no service-dog exemption.
In practice
