How the penalty works
18-13(b): 'a fine of not less than $100.00 and no less than three seven-hour days of trash cleanup duties.' The $100 is a minimum, not a cap. No separate repeat amount is published.
The carry rule
No bag-carry requirement. A violation occurs whenever public or private property is soiled by the animal, whether or not the owner or keeper is present; parents or guardians are liable when the owner is a minor. Designated off-leash areas and dog parks are exempt from 18-13 but must have management rules requiring immediate cleanup. Service dogs: no exemption.
In practice
Pick up every time, bag it, and put it in a trash can. That is the one method that satisfies every ordinance in the country. The Walk Dispenser clips to the leash and holds a full roll.
