How the penalty works
§ 5-6(d): mandatory minimum fines for § 5-6(c) of not less than $50 (first offense), $100 (second) and $150 (each subsequent offense). Letting waste accumulate where animals are kept (§ 5-6(a)) carries higher minimums of $100, $200 and $300, after a 12-hour notice to clean up (§ 5-6(b)).
The carry rule
No carry requirement, but § 5-6(c) requires immediate removal 'in a sanitary manner in an airtight bag or other closed container' from any street, sidewalk, park, public property, or private property not owned by the person in control. Exemption: none stated.
In practice
