Quick answer: Yes. Seattle requires dog owners to pick up after their dogs under Seattle Municipal Code 9.25.082(B). The set ticket for a first offense is $54. You are also required to carry a means of removal whenever you walk your dog.

How the penalty works
Seattle Animal Shelter's published citation schedule lists $54 for 'Not removing feces from another's property' (SMC 9.25.082(B)) and a separate $54 for 'Not having equipment to remove feces' (SMC 9.25.082(C)), so a walker with no bag who leaves the mess could face both. Letting feces accumulate in a yard or run (9.25.082(A), which requires cleanup at least every 24 hours) is $109. These are civil violations; SMC 9.25.100(B) caps any Chapter 9.25 violation at a civil penalty of not more than $500. No separate repeat-offense amount is published for pick-up violations.
The carry rule
SMC 9.25.082(C): it is unlawful to 'fail to have in the owner's possession the equipment necessary to remove the owner's animal's fecal matter when accompanied by said animal on public property or public easement.' $54 ticket.
Service animals
SMC 9.25.082: 'Owners of service animals shall be exempted from subsections 9.25.082.B and 9.25.082.C' (added by Ord. 126627, 2022). The yard-accumulation rule in subsection A still applies.
How Seattle compares
Seattle is the only one of the largest cities in Washington we checked with a set ticket amount. The others leave the figure to a judge. Seattle is also stricter than Tacoma on carrying: here the empty pocket is itself the offense.
In practice
Because Seattle requires you to carry a way to clean up, the simplest way to stay on the right side of it is to keep bags on the leash itself, so they leave the house every time the dog does. The Walk Dispenser clips to the leash and holds a full roll.
