The carry rule
No bag-carry requirement. Sanitary disposal means bagging the feces and putting it in a regularly emptied refuse container, or disposing of it on one's own property. Applies to owners, keepers, dog walkers and sitters, on city property and on others' property including private streets and condominium or co-op common areas. Service dogs: exempts a guide dog accompanying a blind person, and Stamford Police Department dogs on duty.
