How the penalty works
Sec. 7-73 states no specific penalty, so the chapter default in Sec. 7-3 applies: a misdemeanor punishable by up to 90 days in jail and up to $500 in fines and costs. In city parks, violating the dog conditions in Sec. 23-16 is a municipal civil infraction under Sec. 23-19(a), with a fine of not less than $100 and not more than $1,000 per violation.
The carry rule
Not required under the citywide rule, Sec. 7-73. Only in city parks: Sec. 23-16(1)b.3 requires anyone in charge of a dog in a city park to have "a trowel, shovel or appropriate device, and a container" for removing feces. Sec. 23-16 still cross-references "subsection 7-5(a)" for disposal, which after the 2025 rewrite of Chapter 7 is the Chapter 7 definitions section.
Service animals
Sec. 7-73 has no exemption. Article XI (Secs. 7-115 and 7-116) covers service animals' access to city facilities only.
