How the penalty works
Aurora does not publish a fine schedule for 14-9. It falls under the general penalty, City Code 1-13(a): up to $2,650 and/or up to 364 days in jail per offense.
The carry rule
No bag-carry requirement. 14-9 covers common thoroughfares, streets, sidewalks, play areas, parks, other public property and private property; it also bans putting excrement in storm sewers or gutters and letting it accumulate on any property until it is offensive or draws complaints. Service dogs: no exemption in 14-9.

In practice
