Quick answer: Only in some places. Colorado Springs' pickup rule, Colorado Springs City Code 9.9.301, applies only in parks, so elsewhere in the city there is no specific requirement. The city does not publish a set fine amount.

How the penalty works
No current published amount. The Municipal Court's schedule of fines and bail effective March 1, 2023 listed 9.9.301 'Animal defecation in parks' as a $50 payable fine, but the current schedule effective January 1, 2026 does not list 9.9.301 at all (https://coloradosprings.gov/system/files/2026-02/Schedule%20of%20Payable%20FInes%20and%20Costs%2001_2026.pdf). City Code 6.7.101 says animal-article fines follow schedules set by the Presiding Judge of the Municipal Court.
The carry rule
No bag-carry requirement. 9.9.301 applies only on park land, and the Park Manager may designate park areas where it does not apply. 6.7.106(A) requires fecal waste on premises where animals are kept to be removed and put in closed flytight containers at least every seven days. I found no citywide rule for sidewalks or other people's yards in Chapter 6, Article 7 or in either court fine schedule; the amlegal code library does not allow me to run a full-text search, so that absence is not fully confirmed. Service dogs: no exemption in 9.9.301.
How Colorado Springs compares
Unlike Denver ($150), Colorado Springs has no set ticket, so the amount is decided when a citation is heard.
In practice
Pick up every time, bag it, and put it in a trash can. That is the one method that satisfies every ordinance in the country. The Walk Dispenser clips to the leash and holds a full roll.
