Quick answer: Yes. Aurora requires dog owners to pick up after their dogs under Aurora Code of Ordinances Sec. 9-17. The set ticket for a first offense is $100, and $250 for a repeat.

How the penalty works
Sec. 9-27 (as amended) says fines for Chapter 9 violations are set by resolution. Ordinance O22-035 adopted the Exhibit B table ('the fees and fines set forth in Exhibit B shall be and hereby are adopted'), which sets citation fines for 'All other violations' (waste falls here) at $100 for a first offense, $250 for a second, and $500 for a third or later. Sec. 9-32(a), as amended by the same ordinance, also allows a fine of $100 to $2,500 per violation, per day, upon a finding of liability. Violations can be handled through administrative adjudication (Sec. 9-31). Everything was read from the ordinance and its exhibits on Aurora's official Legistar site. The codified code is not readable: aurora-il.org / aurora.il.us return 403 and the Municode listing for Aurora has no published content. A Legistar title search found no later Chapter 9 fine change.
The carry rule
Removed in 2022. The old 9-17 text, shown struck through in Exhibit A, required the owner to 'have on his person suitable means for the removal of such excreta' when accompanying the animal off the property. The replacement text only requires immediate removal of feces from public ways, public places, and other people's premises, and bars letting feces accumulate in a yard or pen. Confirmed only as of the 2022 exhibit.
Service animals
The removal duty applies to feces deposited by an animal 'except guide dogs'. No broader service animal exemption appears in 9-17.

In practice
Pick up every time, bag it, and put it in a trash can. That is the one method that satisfies every ordinance in the country. The Walk Dispenser clips to the leash and holds a full roll.
