The carry rule

Read the entire Joliet code (Supp. No. 200, codified through Ordinance No. 18825, Municode) for feces, excrement, defecate, and waste. 6-27 is the only dog provision found, and it bars permitting a dog to defecate on private property. It has no bag or implement requirement and no explicit pickup duty for sidewalks, streets, or other public property. Joliet Park District land falls under a separate park district ordinance.
