How the penalty works
Infraction. The City Master Fine Schedule (effective 9/1/2023) lists 5-1-7(E) 'Responsibility to clean up after dog' at $25.00 plus court costs, and 7-7A-8(B) 'Failure to pick up feces' in parks at $25.00 plus court costs. No escalating repeat amount is listed.
The carry rule
No carry requirement. Feces must be removed from public property and from private property not owned or possessed by the dog's owner or custodian before leaving the immediate vicinity. Exempt: law enforcement officers and search-and-rescue handlers during official duties in an active emergency, and individuals with disabilities using service dogs (5-1-7(E)(2)).

In practice
