Quick answer: Yes. Nampa requires dog owners to pick up after their dogs under Nampa City Code 9-5-9(C). The city does not publish a set fine amount.

How the penalty works
Infraction (9-5-10). Under 1-1-7(B) the fine is the amount prescribed by Idaho Infraction Rule 9 or, if none is prescribed there, $100 (first), $200 (second) and $300 (third) within three years. The Idaho Supreme Court's current infraction penalty schedule has no entry naming city ordinances or dog waste, so which amount applies could not be confirmed.
The carry rule
No carry requirement, though the owner must immediately bag the waste. 9-5-9(C) sits in the parks chapter but applies to 'any public property'; no private-property pickup rule was found in the animal chapter. Seeing-eye and police dogs are exempt only from the ban on dogs at park athletic complexes and events (9-5-9(B)), not from cleanup.
How Nampa compares
Unlike Boise ($25) and Meridian ($25), Nampa has no set ticket, so the amount is decided when a citation is heard.
In practice
