How the penalty works
Civil infraction. Sec. 462.301(e) sets a civil fine of no less than the Part 18 amount, and the Sec. 462.1801 fine schedule lists Sec. 462.301 at $250 for a first offense, $400 for a second and $500 for a third. Sec. 462.108(a) caps each civil infraction at $500 unless otherwise provided by law, so a first offense runs $250 to $500 and a second $400 to $500. Paying without contesting costs less under Sec. 462.1802: $200, $320 and $400. Sec. 462.108(g) adds a $5 surcharge to each civil fine. Separately, in any park, beach, dock, marina or other recreational facility, Sec. 28.716(b) makes failing to pick up an offense punished under Sec. 28.716(e): first offense a fine of not more than $25 or up to 10 days in jail or at least 50 hours of community service; second and later offenses a fine of not more than $500 or 15 to 90 days in jail or at least 500 hours of community service.
The carry rule
Sec. 462.301(b) and Sec. 28.716(b) require removal and proper disposal only. Neither requires carrying bags or a removal tool.
Service animals
No guide or service dog exemption in Sec. 462.301 or Sec. 28.716. The only stated exception in Sec. 462.301(b) is permission of the property owner.

In practice
