How the penalty works
On conviction, 7-2(e) schedules $100 for a first offense, $200 for a second and $500 for a third; for a fourth offense the court may impose a fine, revoke the animal's license and/or order the animal removed to the shelter.
The carry rule
No carry requirement and no cleanup safe harbor in the text: 7-215(b) makes it unlawful to permit an animal to go on a sidewalk, parkway, or another person's land without permission and 'defecate thereon'. The assistance-dog provision in 7-215(c)(2) applies only to the running-at-large rule.
