How the penalty works
No fixed fine for this violation. Chapter 6.04 violations are misdemeanors punishable by up to $2,500 and/or up to one year (Sec. 6.04.190); the minimum fines listed in 6.04.190 do not include nuisance or waste. Park violations under chapter 9.03 carry up to $500 (Sec. 9.03.540).
The carry rule
No carry requirement. Outside parks, the nuisance definition covers an animal that 'repeatedly defecates' on a public place or on premises not controlled by its owner, and does not apply where the waste is immediately removed. In city parks removal is required outright (9.03.390(a)); in dog parks owners must immediately pick up and use the designated receptacle (6.04.218). No service-dog exemption stated.

In practice
