How the penalty works
§ 27-35(A): anyone who violates Chapter 27 (Solid Waste) 'is subject to a civil sanction of not less than $100.00 nor more than $2,500.00.' § 27-35(B) also makes a violation a Class 1 misdemeanor, and § 27-35(C) makes each day a violation exists a separate offense. No repeat-offense schedule is published.
The carry rule
No bag-carry requirement. § 27-12(D) requires owners and custodians to 'immediately clean up and properly dispose of wastes left by their animals on any public street, alley, gutter, sidewalk, right-of-way, or park,' and § 27-12(B) requires dog and cat waste to be 'placed in a plastic bag, securely tied and placed in a solid waste container.'
Service animals
§ 27-12 contains no service-dog or disability exemption.
In practice
Pick up every time, bag it, and put it in a trash can. That is the one method that satisfies every ordinance in the country. The Walk Dispenser clips to the leash and holds a full roll.
