How the penalty works
§ 4-73(a): a violation of the dogs article is a misdemeanor punishable by a fine of 'not less than fifty dollars ($50.00) and not more than seven hundred fifty dollars ($750.00).' The $50 minimum is mandatory ('No judge may suspend the imposition of the minimum fine'). The court may also impose up to 4 months in jail and up to 2 years of probation. Each day or part of a day a violation continues is a separate offense. No separate repeat-offense amount is published for § 4-102.
The carry rule
No bag-carry requirement. § 4-102 makes it unlawful 'to fail immediately to move and dispose of in a sanitary manner' solid waste left on public property or on private property without the owner's consent.
Service animals
§ 4-102 'shall not apply to blind persons, persons with mobility disabilities, or police officers or other law enforcement officers accompanied by police dogs while on emergency.' The exemption is written around the handler's disability, not service dogs generally.
In practice
