Quick answer: Yes. Portland requires dog owners to pick up after their dogs under Multnomah County Code 13.303. A court can impose $30 to $150.

How the penalty works
County rule: MCC 13.303 is a Class C infraction (13.999(A)(3)(c)). First offense $30 to $150; $50 to $150 if the person had a Class A, B or C infraction in the prior 12 months; $150 if two or more in the prior 12 months (13.999(B)(3)). Verified in the February 2026 Chapter 13 text. Parks rule: PCC 20.12.140(E) sets a civil penalty not to exceed $150 per violation, appealable to the Code Hearings Officer; as published, subsection E cross-references '20.12.120 A., B., or C.', which appears to be a drafting error.
The carry rule
No bag-carry requirement in either rule. The county rule applies to anyone with an animal off the owner's premises, in any public area. Service dogs: MCC 13.303 does not apply to an 'Assistance Animal' as defined in ORS 346.680, and PCC 20.12.140(D) exempts service animals performing their qualifying services and animals in police or rescue work.
In practice
Pick up every time, bag it, and put it in a trash can. That is the one method that satisfies every ordinance in the country. The Walk Dispenser clips to the leash and holds a full roll.
