Quick answer: Only in some places. Salem's pickup rule, Salem Revised Code 94.020(d), applies only in parks, so elsewhere in the city there is no specific requirement. A court can impose up to $50.

How the penalty works
Maximums: SRC 94.990(c) makes a 94.020 violation an infraction punishable by no more than $50 for the first infraction, no more than $150 for a second of the same section, and no more than $250 for a third or later (Ord. No. 12-18, effective 9-12-2018).
The carry rule
No bag-carry requirement. The pet rule applies only on park property. Full-text searches of the Salem Revised Code found no citywide pet-waste pickup rule for sidewalks or yards, and Marion County's dog control code (Chapter 6.05) has no waste provision. A general health rule, SRC 47.225(b), bars any person from placing or causing to be placed any excrement on a public way, public property or private property, but it is not written as a pet-waste rule. Service dogs: no exemption in 94.020.
In practice
Pick up every time, bag it, and put it in a trash can. That is the one method that satisfies every ordinance in the country. The Walk Dispenser clips to the leash and holds a full roll.
