Quick answer: Yes. Cranston requires dog owners to pick up after their dogs under Cranston Code of Ordinances § 6.08.240. A court can impose up to $25. You are also required to carry a means of removal whenever you walk your dog.

How the penalty works
No set fine. § 6.08.240(D): a fine not exceeding $25 for a first offense, not exceeding $100 for a second within a year, and not exceeding $200 for a third or later within a year. Under the chapter penalty section (§ 6.08.230), citations under Chapter 6.08 cannot be paid by mail and require an appearance before the Cranston Municipal Court.
The carry rule
§ 6.08.240(B) bars appearing with the animal on any sidewalk, street, park, other public area, or city-owned property without the means of removal. Unlike Providence and Warwick, the rule covers public and city property, not other people's private property. Exemption: § 6.08.240(E) exempts a licensed dog accompanying a handicapped person who is physically unable to comply.

In practice
