Quick answer: Yes. Providence requires dog owners to pick up after their dogs under Providence Code of Ordinances § 4-27. A court can impose up to $50. You are also required to carry a means of removal whenever you walk your dog.

How the penalty works
No set fine. § 4-27(d): a fine not exceeding $50 for a first offense, not exceeding $75 for a second within a year, and not exceeding $100 for a third or later within a year. Separately, in designated dog parks and conservation areas, § 4-20(d) sets a $100 penalty for a first offense of the park permit requirement, with loss of the permit if the owner fails to remove excrement, and $250 for second and later offenses.
The carry rule
§ 4-27(b) bars appearing with a dog on any sidewalk, street, park or other public area, or on private property the walker does not own or occupy, without the means of removal. Exemption: § 4-27(e) exempts a licensed dog accompanying a handicapped person who is physically unable to comply.
How Providence compares
Unlike Warwick ($50), Providence has no set ticket, so the amount is decided when a citation is heard.
In practice
Because Providence requires you to carry a way to clean up, the simplest way to stay on the right side of it is to keep bags on the leash itself, so they leave the house every time the dog does. The Walk Dispenser clips to the leash and holds a full roll.
