How the penalty works
§ 4-9(f): any violation is punishable by a fine of $50, paid directly to the city's municipal court as provided in § 42-13. No higher repeat-offense amount is stated.
The carry rule
§ 4-9(c) bars appearing with a dog on any sidewalk, street, park or other public area, or on private property the walker does not own or occupy, without the means of removal. Exemption: § 4-9(e) exempts a licensed dog accompanying a handicapped person who is physically unable to comply. § 4-9(a) also bans dogs from school property (except seeing eye dogs), city athletic fields and Oakland Beach Common.
