How the penalty works

7.44.110 sets a $150 civil penalty for 7.36.040, with no separate repeat-offense amount. If a notice of infraction is not answered within 30 days, an additional penalty equal to the original is added, and a further penalty of twice the original follows an unanswered delinquency notice (7.44.090). The city may alternatively charge a misdemeanor (7.44.040).

The carry rule

Parks, recreational facilities and public plazas only: 13.36.130(C)(1) requires anyone with a dog to carry 'a suitable container or other suitable instrument for the removal and disposal of animal feces'. No carry rule elsewhere. 7.36.040 covers public property, other people's property and apartment common areas, and is not violated if the waste is promptly and voluntarily removed. No service-dog exemption stated.

How Las Vegas compares

At $150, the Las Vegas ticket is higher than Henderson ($100). Las Vegas is also stricter than Henderson and North Las Vegas on carrying: here the empty pocket is itself the offense.

In practice
