How the penalty works
No fixed fine is published. Title 6 violations are misdemeanors punishable by a fine of up to $1,000 and/or up to six months (6.06.050).
The carry rule
No carry requirement. Applies to public property and to private property not owned or controlled by the person; no violation occurs if the waste is voluntarily removed and properly disposed of. No service-dog exemption stated in 6.11.020.
