How the penalty works
No dog-waste-specific amount. 4-223 says Chapter 4 violations are fined per the City of Norman Penalty and Fine Schedule (Appendix B). Appendix B's only Chapter 4 entry reads '4-223, Violation of NCC Article 4-II: $50.00--$750.00 and/or 60 days in jail'; 4-509 sits in Article 4-V. The schedule's general-penalty entry (1-114) is up to $750 and/or 60 days. Either way, no specific dog-waste amount is published.
The carry rule
No bag-carry requirement. It is unlawful to permit a dog or cat to defecate on a sidewalk, public park, street, alley, other place open to the public, or private property without permission; if the owner cannot prevent it, the waste must be collected and disposed of within a reasonable time and before leaving the immediate area. Service dogs: no exemption.
In practice
Pick up every time, bag it, and put it in a trash can. That is the one method that satisfies every ordinance in the country. The Walk Dispenser clips to the leash and holds a full roll.
