No published amount. 8-23 makes Chapter 8 violations a Class 'a' offense under 1-6: fine not exceeding $500, excluding costs and fees.
The carry rule
Yes. 8-48(b) makes it unlawful for the person with the animal on public property or a public easement not to have the equipment needed to remove its solid waste. 8-48(a) requires removal from sidewalks, parks, alleys, other public places, and private property before leaving the immediate area. Service dogs: no exemption; 8-22 exempts only on-duty police K-9 dogs.

In practice
