How the penalty works
No published amount. Section 118: fine not more than $500, excluding costs, fees and assessments. Section 111(B): the Municipal Criminal Court judge designates the payable penalties; they are not printed in the code.
The carry rule
No bag-carry requirement. It is an offense to allow an animal to defecate, without removing the excreta, on public or private property other than the owner's. Enforced by the Working in Neighborhoods (WIN) department and police. Service dogs: no exemption; Section 112 only guarantees guide and service dogs access to public places.
In practice
Pick up every time, bag it, and put it in a trash can. That is the one method that satisfies every ordinance in the country. The Walk Dispenser clips to the leash and holds a full roll.
