What the rules actually say
Every park sets its own rules, and they are usually posted on a sign at the gate that nobody reads. Two real examples give you a feel for them.
Fairfax County, Virginia, prohibits dogs under four months of age, requires dogs to be licensed and vaccinated with documents available on request, limits handlers to two dogs, requires you to keep the leash in your possession at all times, and bans food, including treats, bones and edible toys. It also states that handlers are responsible for removing and disposing of waste.
Phoenix, Arizona, requires that "dogs must be older than 4 months and be currently vaccinated," does not permit food inside the fenced areas, and tells owners they "must clean up after their dog(s) to decrease the spread of disease."
That last phrase is the one to remember.
Why pickup matters more here than anywhere
A dog park concentrates a lot of dogs, and a lot of poop, into a small space. The American Veterinary Medical Association notes that parvovirus spreads through contaminated stool and surfaces and "can also survive in the soil for years." It adds that intestinal parasites like roundworms and hookworms pass eggs in stool that infect other dogs through contaminated soil, fur and paws, and that most dog parks require proof of rabies vaccination, though some do not.
The AVMA's guidance for dog gatherings is simple: "Clean up after your own dog(s) and place stool in appropriate containers." It also recommends bringing water for yourself and your dog if possible, and not letting dogs drink standing water.

You cannot pick up what you did not see
This is the real dog park skill. Off-leash dogs roam, and the moment you look at your phone is the moment yours squats behind the only bush in the park. Keep eyes on your dog, especially in the first few minutes. In our experience, that is prime time.

Getting the bag to the bin
Bins tend to live by the gate, and your dog went at the far fence. Do not set the bag on a bench or balance it on a post to grab later, because later never comes. Tie it and carry it, or hang it from a dispenser with a used-bag hook while you finish throwing the ball.
And pack one extra. Someone at the park will be patting their pockets with an increasingly worried look. Be the hero.
